SADC trade barrier removal key to unlocking SMME growth

Regional trade protocols have reduced formal tariff rates across much of the Southern African Development Community (SADC), but non-tariff barriers remain a primary obstacle for growing small businesses.

Cross-border trade requires navigating fragmented regulatory frameworks, unharmonised product standards, and repetitive health or sanitary certifications across different jurisdictions.

Unlocking cross-border commerce for smaller suppliers requires immediate harmonisation of customs documentation and product quality standards.

These were some of the burning issues that came up during the 46th Ordinary Summit of Heads of State and Government of the Southern African Development Community, hosted by South Africa this week.

While political leaders emphasised the need to transition the 16-nation bloc away from raw material extraction towards localised manufacturing, SMME’s face concrete operational friction when trying to scale across regional borders.

Three core structural realities will determine whether regional industrial commitments translate into accessible commercial opportunities.

Business delegate Sindisiwe Hlongwane pointed out the practical frustration faced by local enterprises exporting raw commodities only to re-import finished products at a premium.

“As South Africa, we export raw materials only to then buy them back as a finished product. We should then be able to open our borders, open our trading lines and harmonise the customisations as well as the certifications that are needed for cross-border business to be able to happen,” Hlongwane said.

Logistics bottlenecks and border delays

Logistical inefficiencies at primary land borders directly affect small fleet managers and independent transport operators, where prolonged transit times lead to immediate cash-flow drains.

Border Management Authority Commissioner Dr Mike Masiapato detailed ongoing plans to redevelop six key commercial land ports, including Beitbridge, Lebombo, Oshoek, Maseru Bridge, Ficksburg, and Kopfontein, into integrated, non-stop border facilities with dedicated lanes for different vehicle types.

“We had to actually move towards integrating various functions under a single command and control, which effectively enabled us to be able to intensify border management work by ensuring that we are able to share resources within the same ecosystem,” Masiapato explained.

He said a primary priority is establishing a non-stop border post for commercial transit. Once operational, cargo trucks arriving at the port will no longer experience lengthy delays, allowing them to pass through seamlessly without stopping.

Transitioning to non-stop border infrastructure is essential for small transport companies operating on tight contracts where delayed deliveries jeopardise client retention.

Raw material beneficiation and capital access

A central theme from opening leadership addresses was the regional mandate for mineral and agricultural beneficiation.

President Cyril Ramaphosa noted that no single nation in the region possesses all the technology, capital, or raw inputs needed to complete full production cycles independently.

“Our ambition must be to move beyond the export of raw materials and position SADC as a globally competitive centre for beneficiation, value addition, manufacturing, innovation and indeed the industrialisation we are pursuing,” Ramaphosa stated. “The challenge is when do we stop transporting them in raw form and start adding value to them and creating sustainable jobs and wealth.”

Ramaphosa emphasised that building these value chains requires shared regional infrastructure and market integration.

“Regional value chains must become the cornerstone of Africa’s industrialisation transformation because no single country possesses every resource, technology or capability required to compete globally,” Ramaphosa added.

“This will require us to remove non-tariff barriers, improve border management, harmonise standards, and make it easier for goods, services, capital, and skills to move across our region.”
