WhatsApp pricing shift threatens to raise costs for SMMEs

South African SMMEs using WhatsApp Business Platform could face new per-message costs from October 2026.

SMME’s across South Africa are facing higher operating costs as Meta prepares to change how businesses are charged for using the WhatsApp Business Platform.

Starting 1 October 2026, Meta will charge businesses per message for service messages that were previously free.

The change applies to businesses using the WhatsApp Business Platform, including those using the API to connect WhatsApp with customer-service systems, chatbots and other business tools. Businesses using the standard WhatsApp Business mobile app are not affected by the change.

In South Africa, the reported rate for service messages is approximately US$0.0076, or 12 cents, per delivered message. Marketing messages are charged at a higher rate of approximately US$0.0379, or 62 cents, per delivered message. Meta charges when a message is delivered, rather than simply when it is sent.

The change means that customer-service replies sent through the Business Platform will become a direct operating cost. The service messages have been free since November 2024, but from October they will be billed individually. Utility messages sent within an open 24-hour customer-service window will also become chargeable.

Operational pressure for scaling businesses

WhatsApp has become an important communication and sales channel for South African businesses, particularly e-commerce retailers, service providers and logistics companies. Moving from the basic WhatsApp Business app to the Business Platform allows businesses to manage multiple agents and automate customer interactions.

The new pricing structure could therefore have a greater impact on growing businesses that handle high volumes of customer-service messages through automated systems.

For example, a business handling 10,000 billable service messages at the reported South African rate would face approximately R1,200 in message charges. The actual cost will depend on the number of delivered billable messages rather than simply the number of customer interactions.

For businesses handling thousands of monthly support messages, the additional cost could become a recurring expense.

Local e-commerce entrepreneur Nhlosenhle Dube, founder of a Johannesburg-based artisanal home goods brand, said the change could affect how smaller businesses manage customer communication.

“We migrated our store to the WhatsApp API specifically so we could automate order status updates and answer delivery queries instantly through a centralised dashboard,” Dube said. “When you are a small business handling 3,000 to 5,000 customer interactions a month, paying 12 cents for every single message exchange adds thousands of rands in new operational overhead that we simply cannot pass onto our buyers without losing competitiveness.”

The precise impact on Dube’s business would depend on how many individual messages are generated from those interactions, as Meta’s pricing applies per delivered message rather than per conversation.

Pressure on digital agencies and CRM providers

The change could also affect software agencies and CRM providers that build WhatsApp integrations for SMMEs. Businesses providing automated customer-service systems may have to decide whether to absorb Meta’s messaging charges or pass them on through higher subscription or service fees.

Meta said the pricing change forms part of its effort to align pricing with the value delivered by business messages. “In H2’2026 (July-December 2026), Meta will introduce these pricing updates as part of continued efforts to ensure pricing reflects the value these messages deliver to businesses,” Meta said in its documentation. “Effective 1 October 2026, Meta will charge on a per-message basis for all service messages, consistent with how Meta charges for template messages.”

Nompumelelo Mthembu, managing director of a Durban-based digital marketing agency supporting local SMMEs, said the change could force businesses to reassess how they use WhatsApp for customer support.

“This change creates an artificial barrier for growing SMMEs that are trying to compete with larger corporate brands,” Mthembu said. “Big banks and major retailers can easily absorb per-message charges as a minor line item, but for a growing service business, every back-and-forth query now carries a direct cost. It forces small business owners to rethink whether they can even afford to offer real-time digital support to their clients.”
