R5.4bn facility targets women SMEs

Under a new R5.4 billion AfDB and Standard Bank facility, rolling out digital payment devices aims to give informal women entrepreneurs the transaction records needed to access commercial credit.

A major capital injection into South Africa’s small business ecosystem is putting commercial banking channels to the test.

The African Development Bank has finalised a R5.4-billion ($332 million) financing facility with Standard Bank Group, accompanied by a R16 million ($1 million) technical assistance grant aimed directly at female-owned enterprises.

While the facility expands wholesale lending capacity for formal small businesses, its ultimate success hinges on whether new digital record-keeping tools can bridge the gap between commercial credit requirements and informal township micro-enterprises.  

Translating capital markets debt into grassroots credit

The R5.4-billion transaction was structured as a social bond listed on the Johannesburg Stock Exchange. Standard Bank committed to directing the full rand equivalent toward expanding loans for local small and medium enterprises, with an explicit mandate to address gender disparities.  

African Development Bank Director General for Southern Africa Kennedy Mbekeani emphasised the structural importance of long-term funding for the sector. “SMEs account for about 3.2 million enterprises and nearly 60 per cent of employment in South Africa, but continue to face limited access to long-term financing,” Mbekeani said. “Providing patient local currency capital enables Standard Bank to extend financing matching businesses’ long-term growth needs.”  

For formal small businesses with established trading histories and audited books, the facility guarantees a fresh pool of patient credit across manufacturing, agriculture, retail, and wholesale trade.

However, for informal township enterprises, capital availability at the corporate level rarely guarantees access at the bottom.

Commercial bank risk models historically exclude unregistered traders, spaza shopkeepers, and home-based producers who operate outside traditional credit bureau metrics.  

Digital transaction trails as alternative collateral

The technical assistance grant provided through the Affirmative Finance Action for Women in Africa programme targets the primary barrier facing informal women entrepreneurs: the lack of formal financial documentation.

Funded alongside the Women Entrepreneurs Finance Initiative, the grant focuses on rolling out digital payment tools to enable cash-based businesses to build verifiable digital transaction histories.  

Standard Bank Group Chief Executive of Corporate and Investment Banking Luvuyo Masinda highlighted the institution’s focus on narrowing the funding disparity.

“We are delighted to close another landmark transaction with the AfDB,” Masinda said.

“Standard Bank has committed to allocating the full ZAR5.4 billion to SME financing, with a particular focus on women-led businesses to help address the persistent gender financing gap in South Africa’s small business sector.”  

In township economies, reliance on cash transactions leaves female entrepreneurs without the paper trails required during formal loan applications. By transitioning daily sales, inventory purchases, and customer payments onto point-of-sale devices and mobile payment platforms, micro-enterprises generate verifiable digital cash flows. These electronic transaction records serve as alternative credit scoring data, allowing commercial underwriters to evaluate real business turnover rather than rejecting applicants for lacking physical property or conventional collateral.

Overcoming operational hurdles on the ground

Despite the potential of digital payment adoption, structural hurdles remain for informal traders attempting to access bank credit. Transitioning from cash to digital platforms introduces operational costs, including transaction fees, merchant equipment rentals, and immediate tax visibility. For micro-enterprises operating on thin profit margins, these expenses can outweigh the prospective benefit of applying for a bank loan.

Furthermore, digital transaction histories only solve the documentation side of credit assessment. Standard Bank and implementing partners face the challenge of designing credit products with repayment terms, interest rates, and loan sizes tailored to micro-vendors. Without flexible lending criteria, informal entrepreneurs risk establishing verified digital records only to face traditional risk thresholds that favour larger, established firms.

Bridging the gap between headline funds and township traders

Previous small business intervention funds have struggled to reach grassroots operators when relying solely on standard branch networks and traditional application processes. To ensure the facility impacts underserved communities, implementation must combine digital payment onboarding with localised business support services.

For women entrepreneurs in the informal sector, accessing capital requires proactive engagement with digital point-of-sale systems and structured record-keeping. The ultimate success of the AfDB and Standard Bank package will not be measured by the total capital listed on the Johannesburg Stock Exchange, but by how effectively digital transaction trails enable township micro-enterprises to secure their first formal business loans.
